Solder Bridge

Everything going well on making my kit (TE) so far, except for the following:

On pin19 of U10, the 74LS245 it is like 0.5mm from a tiny hole connecting to the front side of the board. When I soldered the pin of the chip socket, it bridged to this hole. Are these supposed to be connected? I didn't look before I soldered.

This hole seems to be half the distance that most holes are from neighbouring solder pads. I haven't bridged any others.

If I did make an error, any ideas for a safe way to remove the bridge? I have a solder sucker but I'm not sure I can remove such a tiny amount.

The via was suppose to be removed by my software and didn't for some reason. It is suppose to connect to 19, sorry for the unneeded frustration.

The via is suppose to contact pin 19 on the 245.

ok, so I don't have to fight to remove that solder bridge. :)
